Outlining
Outlining goes on upon several levels and may be done for a variety of purposes. We maintain top-level master outlines, which we regularly update.
Outlining is also a useful heuristic procedure for idea development about a problem area, and can provide one a template for making a time-table and a set of priorities for tasks. Thus, an outline is more than a simple to-do list, but contains in it an implicit, even an explicit, decision tree.
