"Permaculture" is a portmaneau of "permanent agriculture." This is a term coined, copyrighted and trademarked by Bill Mollison of Tasmania and Australia, in reference to the paradigm he developed for developing a holistic, systems based methodology to the human relationship to the environment, particularly in agricultural and horticultural management. Reference to his work is as follows:

Permaculture One: A Perennial Agricultural System for Human Settlements
Bill Mollison & David Holmgren,  Tagari Publications  1990, Australia

Permaculture Two ?
Bill Mollison, Tagari Publications  1988, Australia

Permaculture: A Designer's Manual,
Bill Mollison, Tagari Publications  1988, Australia

I believe his framework, methodology and philosophy to be entirely consonant and complementary to the general notion of earthbound metacultural development. His books and related texts on the subject by David Holmgren and others are well worth their price and their weight.
